Active Policy

Active source handling is public-source-only.

Accepted Public Sources

• Official public documents, public datasets, parliamentary records, court records, and public campaign materials.
• Public URLs with content hashes, retrieval timestamps, and archived-copy paths when available.
• Corrections and right-of-reply records that can be published without exposing private source identity.

Deferred Channels

• SecureDrop is deferred until a named operator deploys and audits an instance.
• OnionShare is deferred until operators define retention, malware screening, and source-risk procedures.
• Encrypted email or direct-contact intake is not a substitute for anonymous-source safety review.

Safety Boundaries

• Do not invite whistleblowers to submit private files through the public site.
• Metadata stripping helpers are defensive utilities, not a deployed intake pipeline.
• Public pages must not claim anonymity, legal protection, neutrality, correctness, or fairness without documented methodology and review proof.
